Job Posting – District WASH Officers

The Development Innovations Group (DIG) is seeking District WASH Officers to be based in 11 target districts of the USAID-funded Organized Network of Services for Everyone’s (ONSE) Health program. The overall purpose of the ONSE program is to support Government of Malawi efforts to improve the health of their citizens through the delivery of integrated health services. The program will focus on: i mproving access to and quality of priority health services; strengthening district health systems; and increasing community demand for priority services. Water, sanitation, and hygiene (WASH) will be a core component of the program. WASH activities will aim to: increase access to and management of improved water supply and sanitation facilities; and cultivate a market-based approach for the delivery of WASH products and services. The District WASH Officers will assist the District Water Development Office(r) and District Environmental Health Office(r) in developing the district water/sanitation work plans and executing day-to-day management and implementation of WASH activities at district level, including direct oversight of community mobilization groups around WASH issues.

Specific Responsibilities:

1.        Manage and provide technical support to District Water Development Office(r) in the ONSE target districts.

2.        Support the District Water Development Office to ensure the efficient implementation of all WASH activities and the timely reporting of results at the district level.

3.        Provide technical support to the District Water Development Office, Water Users Associations, City and District Councils, Water Boards, and community-based organizations to develop and submit grant proposals to ONSE to increase water and sanitation service provision within the districts.

4.        Develop and execute program activities that increase the demand and supply of priority WASH products and services including: improved sanitation facilities (latrines); soap and handwashing stations; water storage, treatment, and supply at district level.

5.        Work with government, financial institutions and WASH service providers to develop and improve tools for accessing WASH financing.

6.        Engage and develop the capacity of WASH stakeholders at district and community levels, particularly the Water Monitoring Assistants, to improve sustainability of WASH services.

7.        Build relationships and work in close collaboration with program partners at the national, district and community levels to promote inclusive and sustainable WASH policies and practices.

Qualifications:

1.        Bachelor’s Degree in Civil Engineering, Environmental Health, or related field of expertise.

2.        Minimum 5 years of experience with progressively increasing responsibility for designing, managing and implementing complex WASH activities in Malawi involving multiple stakeholders and implementing partners.

3.        Demonstrated experience building market-based approaches to WASH service delivery.

4.        Hands-on experience strengthening government, non-government, and community capacity to address WASH issues and improve the delivery of WASH services.

5.        Fluency in English is required.
