Job Posting – WASH Deputy Senior Manager

The Development Innovations Group (DIG) is seeking a WASH Deputy Senior Manager to be based in Lilongwe, Malawi for the USAID-funded Organized Network of Services for Everyone’s (ONSE) Health program. The overall purpose of the ONSE program is to support Government of Malawi efforts to improve the health of their citizens through the delivery of integrated health services. The program will focus on: i mproving access to and quality of priority health services; strengthening district health systems; and increasing community demand for priority services. Water, sanitation, and hygiene (WASH) will be a core component of the program. WASH activities will aim to: increase access to and management of improved water supply and sanitation facilities; and cultivate a market-based approach for the delivery of WASH products and services. The WASH Deputy Senior Manager will assist the WASH Senior Manager in developing the work plan and executing day-to-day management and implementation of WASH activities, including managing 11 district-based WASH Mentors, collaborating with District Water Development Offices, community water point committees, water users associations and other relevant WASH entities to improve access to water and sanitation within the districts.

Specific Responsibilities:

1.        Manage and provide technical support to 11 District WASH Officers based in the 11 program target districts.

2.        Support the WASH Senior Manager to ensure the efficient implementation of all WASH activities and the timely reporting of results.

3.        Assist the WASH Senior Manager to provide small grants to fund projects focusing on water network expansion, borehole drilling, NRW reduction, upgrades of treatment facilities and fecal sludge management.

4.        Develop and execute program activities that increase the demand and supply of priority WASH products and services, including improved sanitation facilities (latrines); soap and handwashing stations; water storage, treatment, and supply; fecal sludge management services; and advise on CLTS/ODF activities as needed.

5.        Systematically engage and develop the capacity of WASH stakeholders – notably, communities, local government, and relevant private sector actors – to deliver sustainable WASH services, in particular, increasing access to improved water supply and sanitation facilities.

6.        Work with government, financial institutions and WASH service providers to develop and improve tools for accessing WASH financing.

7.        Build relationships and work in close collaboration with program partners at the community, district, and national levels to promote inclusive and sustainable WASH policies and practices.


1.        Bachelor’s Degree in Civil Engineering, Environmental Health, or related field of expertise.

2.        Minimum 5 years of experience with progressively increasing responsibility for designing, managing and implementing complex WASH activities in Malawi involving multiple stakeholders and implementing partners.

3.        Demonstrated experience building market-based approaches to WASH service delivery, particularly with the private sector and WASH financing.

4.        Hands-on experience strengthening government, non-government, and community capacity to address WASH issues and improve the delivery of WASH services, including CLTS/ODF activities.

5.        Demonstrated management skills, including relevant experience in direct supervision of professional staff, grants management, program management, and administration. Experience with USAID desired.

6.        Fluency in English is required.
