Water and Organizational Advisor to the Ministry of Public Works in Liberia

 

The Development Innovations Group (DIG) is seeking a Liberian based (local) Water and Organizational Advisor to the Ministry of Public Works Rural Development & Community Services (MPW RDCS) for the USAID-funded flagship Collaborative Support for Health (CSH) project in Liberia.   The overall purpose of the project is to support the efforts of the Government of Liberia (GoL) to improve the health status of their citizens .  Water supply in rural and peri-urban areas will be a core component of the program.

 

DIG’s Water and Organizational Advisor will work within MPW RDCS offices to support the ministry’s day-to-day management and coordination with the ministry’s County WASH Office Teams (CWOTs) in the field including monitoring of water infrastructure and community mobilization around WASH issues. The Water and Organizational Advisor will report to her/his DIG supervisor.  Ideal candidates have ample experience in WASH infrastructure and services, in water supply sustainability, and in organizational aspects of the public sector.

 

Specific Responsibilities: The ideal candidate is expected to

1.        Advise and support ministerial and NWSHPC decision-makers on the management of water infrastructure in rural and peri-urban areas.

2.        Assist ministerial representatives on their and CWOT’s activities to engage with and mobilize communities; construct or rehabilitate ‘improved water points’ and sanitation; and build effective small county teams to improve and increase access to safe water.

3.        Support ministerial staff to build strong relationships with other line ministries and national authorities, and work in close collaboration with water sector partners at the community, district, county, national, and international levels.

4.        Help ministerial staff to implement local water projects in an inclusive manner that enable individuals and water committees to manage their potable water supply and sanitation solutions and services.

5.        Provide support to the ministerial staff and water sector partners who are responsible for monitoring, data tracking, reporting, and evaluation.

6.        Advise on all technical aspects of water activities.

7.        Ensure the efficient implementation of the above-mentioned activities and the timely reporting of results.

8.        Advise governmental representatives on organizational matters to maintain or improve management systems in ministerial headquarters and field offices.

9.        Update or design administrative, procurement, and storekeeping manuals.

10.     Support senior ministerial representatives in their financial management roles.

11.     Ensure organizational compliance with GoL’s regulations and donor rules.

12.     Work with DIG management to identify and mobilize additional resources, including national and international financial resources and expertise. 

13.     Design, in collaboration with ministerial decision makers and DIG work plans, budgets, and time lines for implementation of water related activities.

14.     Assist DIG in the design, roll-out and day-to-day management of support to the ministry on the above tasks.

15.     Other duties as assigned.


Qualifications: The ideal candidate has a

·          Master’s degree in one field related to the above; or Bachelor’s degree in both water/WASH sector and public administration or audit/administrative fields.

·          Minimum 8 years of experience with progressively increasing responsibility for designing, managing and implementing complex activities in water/WASH sector.

·          Extensive experience with USAID compliance.

·          Proven record of experience with all aspects of M&E in the WASH sector.

·          Demonstrated hands-on experience in building government, non-government, and community capacity to address water/WASH issues and improve the delivery of water services.

·          Public-Private Partnership sector experience, particularly working with private sector entities to promote a market-based approach to the provision of water-related products highly desired.

·          Demonstrated consultancy skills, including: relevant experience in working with senior government management and field technicians.

·          Ability to work independently, to act as an exemplary team player, and to follow guidelines.

·          Fluency in English is required.
