Monitoring and Evaluation Expert

DIG is seeking candidates for a three year, $5.2 million USAID-funded program in Cote d’Ivoire:

Monitoring and Evaluation (M&E) Expert: S/he will be responsible for setting up an M&E system that ensures high data quality and robust data analysis and the achievement of ILAW targets. Working closely with the Chief of Party, s/he will be responsible for the implementation of the Complexity Awareness Monitoring, Evaluation and Learning Plan and of the M&E Plan.  S/he will be expected to conduct monthly data quality assessments to rigorously measure program progress against indicators and use Collaborating, Learning, and Adapting (CLA) approaches that allow for course corrections. The M&E Director will be given  other duties as assigned. 

Minimum Qualifications:  The M&E Expert is expected to have a master’s degree in the fields of monitoring and evaluation, social sciences, international development, evaluation, statistics, economics, or other related field. At least 7 to 10 years of progressively responsible experience in designing, managing, and implementing results-based monitoring, evaluation and learning (MEL) activities for projects funded by USAID and other donors. M&E experience working on USAID-funded projects in preferably the following technical areas: land, gender, governance, economic growth, and/or natural resource management. Demonstrated relevant technical skills in analyzing and interpreting quantitative and qualitative data, and clearly presenting the findings. Experience in utilizing gender and social inclusion sensitive indicators and measures. Extensive knowledge of reporting procedures, including USAID, best practices, guidelines, and tools for monitoring, evaluation and learning. Demonstrated supervisory experience of professional staff. Must be Fluent in French and English.
