The Development Innovations Group (DIG) will recruit a Senior Program Manager (SPM) for its Municipal Waste Recycling Program (MWRP).


The SPM will support DIG’s senior technical team in managing the USAID-funded Municipal Waste Recycling Program (MWRP) – a five-year regional grants program designed to reduce the flow of plastic waste into the marine environment. The program is operating in Indonesia, the Philippines, Sri Lanka, and Vietnam. The Program disburses grants to support innovative and/or scalable solid waste management and recycling activities that promote social inclusion, empower women and youth, generate jobs and economic growth, and strengthen resilience. Grantee projects will strive to improve the performance of local governments, civil societies, and the private sector in municipal solid waste management.


The SPM will be based in the DIG office in Manila, Philippines. The SPM will report to the Chief of Party based in Washington D.C., and will work under the guidance of the Grants Manager based in Manila. The SPM will be expected to travel to the other Program countries periodically. Program-related travel is anticipated at 15-25%.


Responsibilities of the SPM include the following:

·          Assist with expanding program activities to Indonesia.

·          Assist with utilizing additional funds for Grants Under Contract to organize additional rounds for selecting and awarding grants from organizations in all four MWRP countries.

·          Assist with evaluation of the effectiveness, scale-up potential, and sustainability of waste management and waste recycling approaches funded under MWRP. This includes conducting monitoring of existing and additional grant activities and identifying the most promising approaches, which may be identified as those activities proven to be financially/economically sustainable and/or support empowerment of and engagement with women and youth.

·          Assist in efforts to continue to develop a portfolio of private opportunities in waste management, notably deal structuring, providing TA to a lender and TA to a borrower.

·          Assist with the annual standalone reports that review key governmental, private sector, and (US/local) NGO actors involved in solid waste management in MWRP countries and regions (South Asia, Southeast Asia) with recommendations on how USAID and MWRP can strategically engage for increased international cooperation on, and funding and scalability of MWRP initiated activities.


Qualifications of the SPM:

·          Advanced degree in urban development, environment, business, economics, engineering, international development, or other areas relevant to the program; or at least five years of experience working in the afore-mentioned fields.

·          Minimum of eight years of experience as a project officer or project manager for international development projects. Experience with USAID-funded projects is preferred.

·          Excellent writing skills, strong oral presentation skills.

·          Solid experience in capacity building for urban development and/or urban service delivery projects, including mitigating against possible environmental and public health risks.

·          Experience in municipal solid waste management or plastics waste treatment (or directly related field such as WASH) a plus.

·          Strong management, planning, communication, and interpersonal skills.

·          Ability to work well with small, diverse teams in local development organizations, and with representatives from municipal and national government agencies.

·          Expertise in analytical and strategic thinking, and in feasibility and risk assessment.

·          Team player.

·          Ability to speak, read, and write fluently in English.
