Land Tenure Specialist/Subject Matter Expert

The Development Innovations Group (DIG) is seeking experts interested in long- and short-term positions for projects under the Strengthening Tenure and Resource Rights II (STARR II) IDIQ, which will provide technical services for USAID’s Office of Land and Urban (LU) in the Bureau for Economic Growth, Education, and Environment (E3).

DIG is seeking junior, mid- and senior-level experts. Prior USAID experience and experience working overseas with country counterparts and institutions is highly desirable. Individuals with significant relevant experience working on similar donor-funded international development projects are also encouraged to apply.

The individual is responsible for providing technical support to program implementation in one or more of the following technical areas and other related areas as appropriate: customary land tenure systems, land use and environmental planning, gender issues in land tenure and property rights, community based adjudication of land disputes, rangeland management, urban property rights, public outreach on land rights issues, and land allocation and land use in sensitive ecological zones.  The individual may also be required to provide technical support on pastoral/grazing issues, customary law environments and how customary law impacts land use in rural areas, and/or urban land and property rights issues.

The Contractor must provide personnel that meet the minimum education and experience requirements set forth above. These minimum qualifications correspond to the unburdened Ceiling Daily Rates set forth in Table 1. It is preferred that educational credentials and experience be related to the work being performed.

Language fluency, relevant regional experience, and international development experience requirements will be specified in individual task orders.
