Task Order Manager/Chief of Party

The Development Innovations Group (DIG) is seeking experts interested in long- and short-term positions for projects under the Strengthening Tenure and Resource Rights II (STARR II) IDIQ, which will provide technical services for USAID’s Office of Land and Urban (LU) in the Bureau for Economic Growth, Education, and Environment (E3).

DIG is seeking junior, mid- and senior-level experts. Prior USAID experience and experience working overseas with country counterparts and institutions is highly desirable. Individuals with significant relevant experience working on similar donor-funded international development projects are also encouraged to apply.

The Task Order Manager/Chief of Party is responsible for day-to-day work and staff supervision leading to the achievement of quality work products. S/he serves as a critical team member or leader in a project unit, mentoring individuals, and collaborating closely with other management staff for effective supervision of at least one complex project. The individual will negotiate and collaborate with host government officials, other USAID activities, local organizations, private sector representatives, local community leaders, and other stakeholders; and manage contracts and internal controls, monitor project progress and the achievement of results, and meet all contract deadlines including reporting requirements and therefore experience in these areas must be reflected in the candidate’s work history. The primary audiences are Agency staff and implementing partners.

The Contractor must provide personnel that meet the minimum education and experience requirements set forth above. These minimum qualifications correspond to the unburdened Ceiling Daily Rates set forth in Table 1. It is preferred that educational credentials and experience be related to the work being performed.

Language fluency, relevant regional experience, and international development experience requirements will be specified in individual task orders.
