DIG Participates in City of Dakar Delegation to African Financing Conference

The Mayor of Marrakesh, Fatima-Zahra Mansouri, speaking with the Mayor of Dakar, Khalifa Sall, and DIG's Executive Vice President, Delila Khaled, at the conference. At the request of the Mayor of Dakar (Senegal),  Khalifa Sall, DIG accompanied the city’s delegation to the groundbreaking Financing African Cities conference held in Marrakesh, Morocco on December 11 and 12, 2014. Hosted by the Marrakech City Council, the event provided a unique opportunity for 450 local and national policy-makers from 60 cities and 40 countries, as well as experts in African economic development and financing, to share experiences and discuss innovative approaches to financing local development. Mayor Sall was a key note speaker at the conference as the Senegalese capital is set to become the first local authority in Francophone West Africa to issue municipal bonds to finance pro-poor infrastructure projects. The conference showcased the Dakar Municipal Finance Program (DMFP), with a special session organized on the program. The city of Dakar is implementing the DMFP with funding from the Bill & Melinda Gates Foundation, and technical assistance and monitoring and evaluation support from DIG. DIG’s President and Chief Executive Officer, Franck Daphnis, the mayor of Dakar, along with the heads of USAID’s Development Credit Authority, the Cities Alliance and Moody’s, all participated in the session’s panel. Considering the city of Dakar’s trailblazing work under the DMFP, Mayor Sall was one of four representatives to sign the Declaration of Marrakesh, which was adopted following two-days of discussions and proposals on financing African cities.
